I'll see that our implementation handles both ways.

Good question.
I don't think that has come up specifically before.
I think both are valid. We should probably have a recommendation.
In general I thing applying it to the outer element is the best.
It is more for places like Japan where there are multiple scripts that
are used in different contexts.
