[Openid-specs-ab] Redirect links for obsolete specs in place

The unversioned .html and .txt versions for all the obsolete specs posted on openid.net/specs now containing forwarding pointers to the specs that replaced them.  For instance, http://openid.net/specs/openid-connect-lite-1_0.html now redirects to http://openid.net/specs/openid-connect-basic-1_0.html.

If you want to see a specific version of an obsolete spec, those all still remain in place, e.g., http://openid.net/specs/openid-connect-lite-1_0-10.html.
