[security] Reputation services

Hi All,

Blocking spammers is merely a reputation issue.

It's the same as blocking children from porn sites.

The same as blocking under-age drinkers from booze shops.

The same as blocking Korean sellers from selling plasma TVs via
Western-Union-only payments.

The same as blocking "axis of evil" citizens from downloading strong
crypto software.

The same as blocking non-human entities from agreeing to terms of
service contracts when acquiring online accounts.

The same as restricting credit-card purchases to folks with a
demonstrated long-standing positive shopping reputation.

The same as giving discounts to students.

The list is endless...

We can't specify all of this - nor hope to achieve any of it properly.
Reputation is another industry - we just need to provide hooks for
reputation systems to flourish within our technology: not do it all
for them.

Kind Regards,
Chris Drake
