FYI, the reason for having a legal contact is that voting a draft to be an implementer's draft and/or final draft triggers legal obligations among the contributors. I don't expect many people to choose paper, but it's not unreasonable for some people to choose to want as a back-up communication channel. Given that it's only contributors, I would expect that the burden of doing this will be small, if any.

I am in complete agreement with you. At a minimum it would be so great to receive feedback saying the work was reviewed and thought about. I hope that we will have a lot of opportunity now to foster more community involvement with respect to the many important tasks that now stand before us such as core messaging, trademark policy, membership development, and dozens more.
And, btw, please know that your input in improving the IPR documents has been crucial.

I am disappointed in the lack of community participation and public disclosures in creating these documents. I think we all want a standards creation process that is open, transparent and participatory -- we don't want standards that are forced through -- so it is ironic that the process to create an open process was not well executed.
I agree we need to finalize the IPR so that the Foundation can move forward, and think the IPR documents we have will "work" -- I just wish we had done a better job of following a process to create the process.

Darn, I started reviewing the document and got sidetracked. Glancing over the document, it looks complex, but generally in line with what we have discussed.
Ideally the IPR Committee would have posted the complete set of documents on the public site and announced them to the OpenID Community to get Community feedback.
I wonder about giving notice of formal votes: if a member has a "legal contact", notice is supposed to be sent there. Does this mean that postal mail is sent if it is a physical address? This could be very cumbersome for providing notice for votes
