Presumably any need for revision to a
specification, after it has been on the table and
voted final, would be the same as a new specification
and would cause the process to start again from the
beginning?  E.g., a participant could choose to Specific
License to foo-1.0 but not to foo-1.0rev1, even if both
specifications have the same scope?
