<div>Among it, we have to achieve majority of the vote + super majority of the entire board. </div><div><br></div><div>Right now, only 58 votes has been cast, so we have significant shortage of the vote. </div><div><br></div>
<div>FYI, to start a WG right now, we need 68 votes, so if we only get a current level of participation, we will not be able to spin out a WG, which means we are dead as a standardization forum. </div><div><br></div><div>

You need something like a majority of all *possible* voters, not those who actually vote? It almost sounds like a passive DoS attack, then - just pay and forget to stall the voting process for that year.<br>
