My guess is that this breaks down into:<br>

     Centralized:  technical specification and general marketing; keep the core work unified.<br>
<br>
     Localized:  Deployment, operations and possibly administration, as well local education and promotion.  Local operations requires casting things in terms of the local environment.<br>
