This is pretty much how the Yahoo OP does it, however, the
percentage of users who do this is very, very small.

We used to highlight this feature much more prominently than we do now, and we
found that most people exploring this feature got really confused and lost.

Even for the users who successfully created multiple OpenIDs for their account,
many users were confused as to why selecting a different OpenID than what
they used previously at an RP made them go through the RP's registration flow
again as a first time user.

Again, since we all know how OpenID works, it's perfectly logical that choosing
a different OpenID would force the user to go through the RP's reg flow again,
as a first time user, but that's just a bit too much for many people to deal
with.
Why not hide the personas option for users until they explore their account
settings page and see a little corner of a feature called 'personas'. If
they set it up, then on future logins they'll have the option of picking their
from the alternate personas. This will give the users to power as they
are ready for it, without complicating the login process for the new users.
I imagine several clumps of icons, each group having in common a single
identifier, so the user can visually select which other RP's may learn about
their new activities, or elect to use a new identifier instead. The similarity
between this "solution" and a known problem ("Nascar")
doesn't seem like a good sign, though.
