That makes sense. So, why hasn't a WG been formed on these various issues? Is it just a matter of one or more people "doing the work", or is there some other impediment?<br><br>As I've been reading various post over the past week, I've felt like a separate WG just for discovery was unnecessary. But now, it seems like a Discovery WG could be formed to answer the following questions:<br>
<ol><li>What's an OpenID Identifier?</li><li>How do we do Discovery on those Identifier(s)?</li></ol>I guess I'm not well versed enough on the OIDF procedures to know what to do next (aside from continue to discuss things on the list).<br>

Forming a WG and gathering community consensus are not two separate options, they go hand in hand.<br><br>With a WG there would be clarity on what is the direction that things are expected to go and chances are that the community discussion will become increasingly focused and progress towards a well-informed and argued consent. Without a WG there is also limitations on what can be accomplished because of a lack of IPR guidance.<div>
