This same problem has been (ok, mostly) solved for gadgets/apps/widgets
that live within larger HTML pages but have to live within constrained
boundaries. So I think that if the motivation is there, the UX can
follow. (Worst possible case, it's hard to imagine a UX that couldn't
provide a "click here to sign in" link that pops up a larger window.)
This is the solution adopted for OpenSocial gadgets, which can resize
themselves (at least height) to some reasonable extent. In that case
they're constrained within a fixed width column but can flex within the
column.
My main point is that most of these issues have cropped up before and
while they're tricky, they're far from insoluble technically. The
current crop of OPs mostly assume a full page experience, so they of
course don't scale down, but that doesn't say anything about what's
feasible from a technical and UX perspective. It's certainly been done
for proprietary login systems.
