Yes - if Flickr OpenIDs end up being recycled in the future, the

recycled identifiers will have fragments appended to them.<br>

But of course, if in future Flickr identifiers were issued with 

fragments, they would be considered to be different identifiers to the 

equivalent non-fragment version.
