[OpenID] Eliminating OpenID proxy voting

FYI, on the board subgroup, we discussed this topic and some of us (incl. George and me) expressed that the fact that it has not been used should not be interpreted as not needed. Indeed, we may have occasions that proxy voting is needed in the future. Considering that it has not caused us problems in the past 15+ years, we do not need to eliminate it.
