The OpenID Foundation (OIDF) and the Open Identity Exchange (OIX) have noted that they will not apply for or receive US Government NSTIC grant funding. However, consistent with their non-profit their educational missions, Both the OIDF and OIX will be of assistance to those applying for and implementing NSTIC grants. A likely focus of support will go to grants that demonstrate; the proven competency (building on what's already built), neutrality (employing open source tools) and standing (ongoing commitment to user centric open identity) necessary to the realize the NSTIC's goals.
NSTIC goals include the early adoption of open identity standards for government to citizen interactions over the web. OpenID Connect and Account Chooser fit that bill. In 2011, OIX made significant investments in policy outreach and legal research resulting in the OIX "participation governance model" now reflected in the NSTIC NOI response. OIX legal resources, white papers, and trust framework best practices can help inform NSTIC grant applications and pilots. OIX's web-based "Knowledge Center", "MetaData Listing Service", and its Board of Advisors can be important sources of technical support, white papers and expertise to NSTIC collaborations.
Members of the OIX and the OpenID Foundation responded with early and significant contributions to the public private partnership goals of the US FICAM and NSTIC, tSCheme and other global identity ecosystem initiatives. Those contributions will continue in plans OpenID Connect workshops, interops and seminars scheduled for venues in the US, EU, UK and Japan in 2012. The private sector leadership the NSTIC calls for is being demonstrated in a variety of initiatives, like the OpenID Connect Work Group, the OIX Attribute Exchange Trust Framework Working Group, the OASIS Trust Elevation Technical Committee and in international standards organizations like the ITU/T.

if you are interested, the open source "virtuoso" software does most if not all of what you mention.. It issues client certs (using a bit of openssl scripting), persists them to a profile, and acts as an openid provider. It also does quite a bit more that harmonizes openid with webid (without breaking openid compliance). (im not in the business of taking national research money for stuff that is obvious or already done...)
