XAuth isn't an authentication or a distribution technology, so that part doesn't make sense.

To your specific use case: yes, it's possible for a Facebook user to share photos with people who aren't on Facebook. They can just send them an email with a link. That also applies for a few other things on the site (such as sending a message, or inviting someone to an event).
