[OpenID] Decommissioning demand.openid.net

After discussing the maintenance of demand.openid.net — and the need to fix
trivial bugs like the 1000 vote cap which has gone unresolved for months —
it seems that it's time to pull the plug on the microsite.

As it is, we don't like to it from anywhere, don't promote it, and it
doesn't really get any traffic, but we still field bug reports from time to
time.

Unless I hear a strong case for keeping it running, we'll redirect
demand.openid.net to openid.net this week.
