I wouldn't consider 6 major ID providers that cover over a billion
accounts "small" nor were they predetermined, the LA Times picked which
ones they wanted to accept/promote.  It's up to OPs to make their case to
RPs and end users for why they should be used, that's the free market.
We've talked with thousands of existing and prospective RPs and what
matters to them are benefits to their end users and their own respective
businesses and the really don't care about supporting every OP that's out
there.  In fact an overwhelming choice becomes counterproductive from
their perspective unless/until there is a better UX and workflow as well
as benefits for supporting a larger number of OPs.

I suppose so.  I found myself not knowing whether to wonder why there
was no OpenID button, or wonder why there was no Windows Live button.
I don't really care what the protocol(s) behind a button is if the
user is locked into a small, predetermined set of identity providers.
