[OpenID] AX implementations

In the Higgins project there's something called "Cloud Selector", which
basically maps Information Cards to OpenID AX. I.e. you can use your
Information Cards via OpenID AX if you don't have a local Information Card
Selector installed.
It uses store_request for offering a new Information Card to a user, who can
then accept it into their wallet (or not).

But this use case I guess is more of a hack rather than what store_request
was really intended for.
