Yes, where possible, an OP should try to provide an interface designed to
fit the user's user-agent. If they're coming from a mobile device, it does
make sense to provide a mobile-optimized experience.
I know certain providers do a terrible job of this and it really kills the
OpenID experience.
Vidoop actually did a pretty good job on their iPhone UI, but of course
they've gone out of business. Still, some screenshots persist:

In any case, providing an appropriate UI for the platform is pretty
critical, IMO.
