I have been asked by the GSA and some of the agencies to encourage
international participation.
The Foundation is administering the Trust Framework.
Ideally if the foundation is certified against frameworks from
different countries it could audit against the differences between the
frameworks. That would make life easier for the IdP.
Additional frameworks for other countries has been discussed
positively but no decision has been made yet. The foundation needs
to get through the first one first:)
There is nothing to stop a Dutch OP from applying. The Certification
is for US LoA 1 that is roughly equivalent to a EU LoA of 0 as I
understand it.

PS I am a Canadian living in Chile. One of my requirements for
working on this was that it not be restricted to US IdP only.
