[OpenID] Summarizing my grouse with XRD

Considering the following use case: the same XRD, stored at the same
location, is used by a large number of URLs. The developers can't
include 1000's of Aliases in the document. If this is not security
sensitive, they can simply create an XRD without Subject.

The current model for XRD would allow it to be used this way, and
caching would just work. Adding a Subject would break both caching and
likely preventing this to work at all.
