Openly inciting conflict while being non-civil oneself does not 
facilitate civility. Aggressively disagreeing with others and saying 
"We need to have a debate about this." can be ascribed to frustration 
with an issue not being addressed; retaining a sense of courtesy 
about it is still important, though.
