[OpenID] OIDF, Who is your customer?

I like this goal too, personally, but I don't think that the 
Foundation's scope ought to be determined based on personal feelings 
on such a local scale. If a lot of people spoke up and everyone 
agreed that this was critical (on a global level, not just in one or 
most country-local chapters), and that all of the other possible 
goals would distract, or be of better use in a local chapter, 
etcetera; then, I'd propose or see others proposing that those be 
adopted as the OIDF's main focus.

My approach (and perspective) on such things is more of a community 
mindset, though, and the OIDF does have a Board with power to make 
such decisions (also election processes so other people can run on 
the platform of making different decisions, if they so wish). I think 
the current Board will try to balance *everyone's* goals, with a 
prejudice toward the original OpenID concept; I also think that you 
might try crossposting your thoughts to the Board list, or at least 
ask the Executive Director for a progress update on 
defining/declaring the OIDF's main focus/goals.

Postscript: I can't tell how to interpret "international committed 
RP's"; you may mean "RP's without regard for nationality", which is 
what I would agree with, but you may have meant to word it as "RP's 
that function across multiple nations". The word positioning is close 
enough to have casually been misplaced, in a hurry.
