OpenID is not "identity" (and never will be). It is *a* technology 
for *digital* identity. Identity is *already* universal; it doesn't 
need our help to become so, and whether the *Foundation* for OpenID 
becomes "one" or not will hardly affected identity, though it might 
have an effect upon OpenID (still, globalizing OIDF would not 
globalize OpenID).
