It is certainly true that being able to work locally carries significant, 
potential benefits.  It is also true that working as a single, global entity 
carries significant potential benefits.

I think you've identified some of the benefits on the 'local' side.

And I suspect the last bit I've quote, above, represents the type of topic that 
is better kept under a unified effort.

My guess is that this breaks down into:

      Centralized:  technical specification and general marketing; keep the core 
work unified.

      Localized:  Deployment, operations and possibly administration, as well 
local education and promotion.  Local operations requires casting things in 
terms of the local environment.
