Take it where, exactly?
Under the current proposal, that hypothetical spec would be an
extension, and developers could use it or not as desired.

You're welcome to write that spec and ask people to use it. The truth
of your contention will be measured by how many people actually
accept and practice it. The current proposal does nothing to *stop*
you from writing that spec, in fact it actually makes it *easier*
since you don't have to be a part of the WG to do so :)
