Surprisingly, logging in is a more common operation than visiting the privacy policy from the logged out index page. We typically optimize for the common case.

Maybe they wanted to see the Privacy Policy and thought that they'd
start with just 'facebook.com' since they didn't know the URL for a
Privacy Policy off the top of their head?
It would be unreasonable to expect users to memorize a different URL
in the directory tree just so they could see some Facebook content
without logging in (and, subsequently, having to log *out*).
