[OpenID] Question about assoc_handle

Yes, any value.  But the RP must also be able to retrieve the association
with that value in the case of shared associations -- not just the OP.
Nothing special to do for that, except perhaps keep the assoc_handle string
to a reasonable length so as to not overload an RP's database column for
storing it.
