[OpenID] Proposal for email address in URL path as a valid OpenID

David,
I had seen that before I posted this. This will also solve a couple of
problems there too.
As for the @ not being allowed, cant we just ignore that? Because it doesn't
really affect the scheme of things here because the RP will be splitting
this string as soon it gets it anyway.
