[OpenID] Proposal for email address in URL path as a valid OpenID

Hey Santosh,
You should check out http://code.google.com/p/webfinger/wiki/WebFingerProtocol 
  as it seems to be the approach many people are liking for  
discovering an XRD document from an email address. Obviously once we  
get to XRD, it's easy to list an OpenID Provider.  Additionally, while  
username@ is allowed before the domain, the @ character is not allowed  
as part of the URL path.
