VeriSign is/was a successful "startup" doing identity vetting. Last time I l looked (5 years ago), it had a valuation over 2Billion, which is not bad since it started with 0 in 1994. I remember reviewing the business plan, when it was just an MBA dissertation.
I used to tell the joke that, @VeriSign the startup, I personally got to vet the identity of the Vatican, before issuing their level 3 cert. Like all other organizational entities we dealt with, we asked for their articles of incorporation. I gave them a diplomatic waiver (on weight grounds).

A few start-ups have also dedicated themselves to identity vetting, but it's a pretty difficult market to create unless you can move in size. I'm not aware of any of these being particularly successful yet.
