Why?

I dislike the blind "because everyone else has always done it that 
way"; if there are not solid, compelling reasons behind those 
policies, which (and this is a vital second step which is still 
oft-forgotten) apply to the new (would-be) authority as well, then 
the policies should evolve.

I didn't intend it to be an analogy to SSL certificates, just the 
idea that if costs aren't monetary they don't exist. Extending the 
analogy in its intended direction, then, someone who enjoyed having 
sex and didn't think twice about having it with newly met strangers 
wouldn't necessarily see it as a cost, or even out of the ordinary 
for how they lived their life (just as most people don't think of 
"giving their full name" as a cost).

You're now attempting to enforce/indoctrinate a governance framework, 
as Peter described; the simple fact is, those two are not mutually 
exclusive, though some parties have seen a political advantage in 
representing the options that way.
