The advantage I see is not so much "per user" as "per step"; 
developers can write their code line by line, referencing the test 
suite and confirming that each line does what it's supposed to before 
they go on to the next. That they're also writing the code for their 
own test mode, built in right alongside the primary OpenID code, is a 
bonus ;)
