[OpenID] Backwards Compatibility

Does this seem like the sort of thing a working group could do? The
deliverable is not a specification in the normal sense but instead a
bunch of test cases and presumably something resembling a spec for
providing an external test harness.
The openid-test project started on both of these things:

Though the former is definitely far from complete. I'm not sure how
complete the latter is.
I'm not sure whether this is something the OpenID 2.1 working group
should do, or something specialized "OpenID Authentication Test Suite"
working group should do, but I do think it should be done before OpenID
2.1 to provide a baseline for what "OpenID 2.0 compatibility" looks like.
