[OpenID] choosing persona during sign in

Having a OP-NASCAR to kick off the flow, followed by a Persona-NASCAR on 
the OP's approval screen seems a bit much.

Given that many OPs give away free accounts, and users are not prevented 
from having multiple accounts, I don't really see the point of a Persona 
NASCAR.
