I don't know that we want to tie them together. I suspect the AX 2.0
charter is going to be more of a challenge.
The IPR around the schemas is simpler.
The ICF has a Schemas WG that has a relatively simple process for
registering new claims.
We need an ABNF and a process.
The only real work is defining the backwards mappings, and mappings to
other common schemas.
Leave the other bits to the AX 2.0 WG.
Copying the ICF process could be a start.
