[OpenID] Question about voting

Thanks to responses from board members things are more clear to me. However
that leaves me with a couple of questions. First this is what I understood.
1. Voting is beyond the pervue of the board as suggested

here . Working group is what is required.
2. Consensus is what is required instead of voting as suggested by one board
member by quoting the following. “We reject: kings, presidents and voting.
We believe in: rough consensus and running code.”
My questions is
1) How come we need to vote for a working group?
2) How come we need to vote for community board members?
Can't all this be done by consensus?
