[OpenID] Authorized Voting for Email Like Identifiers

This isn't a dig at email identifiers. But I don't see why email
identifiers are critical to allow Google Wave authentication to use OpenID.
And if your answer is "Google Wave servers want an email address" I will
personally not accept that as an answer because I don't believe it.
