[OpenID] Community Opinion on OID 2.1 Discovery and Identifiers...

That makes sense.  So, why hasn't a WG been formed on these various issues?
Is it just a matter of one or more people "doing the work", or is there some
other impediment?

As I've been reading various post over the past week, I've felt like a
separate WG just for discovery was unnecessary.  But now, it seems like a
Discovery WG could be formed to answer the following questions:

   1. What's an OpenID Identifier?
   2. How do we do Discovery on those Identifier(s)?

I guess I'm not well versed enough on the OIDF procedures to know what to do
next (aside from continue to discuss things on the list).
