Yes.  He can also send it through other mailing lists, just not the one
hosted by openid.net.

Unfortunately it does sometimes impact other senders, but it is intermittent
and hard to notice.  I noticed it happening to me in Jan, it happened to
Breno in March and has happened to Luke in April/May.  It may well have
happened to others as well, but like I mentioned its hard to track.  However
a message Luke sent today did not get marked as SPAM, so it is inconsistent.
