I'd like to add that based on our UX research, we streamlined the UX
flow on our side to get first time users through our provisioning
process and back to the RP as quickly as possible. We found that the
majority of users just wanted to sign-in to the RP and didn't really
want to setup a customized identifier. In order to streamline the flow,
we de-emphasized the ability to setup a customized OpenID (which
includes Flickr OpenIDs).
