ISTM that's what George is advocating -- make the client responsible for
remembering the preference and presenting it when appropriate. Personally
I would not want my browser telling my OP preference to any old web site 
that asked without my confirmation, but most users would probably welcome 
some X-OpenID-* headers making their lives easier. And as an RP admin, I'd 
love to see such headers, to help me tailor my user interface, especially 
my collection of OP-specific buttons.
