[OpenID] 8th OpenID community board member

Hi,

I just noticed Joseph Smarr was recently added to the OpenID board as
the 8th member. Congratulations!

Would anyone mind explaining why and where was this decision made?
Just curious, as it seemed somewhat strange that someone was added to
the board several weeks after the vote and with not a lot of detail.
There was mention of needing to keep a 'ratio' in tact that I'm not
familiar with.
