[OpenID] URGENT Critical Vote needed now!

Is it safe to assume that not all members of this list receive these emails
in either a "timely" or "active" way?

That is:

1. Are all members of the Foundation signed up to this list or otherwise
able to receive notification of the poll?

2. Are all members of the Foundation registered on the website and with
necessary permissions/capabilities to vote?(notwithstanding technical
difficulties, whose abatement seems to be no one's responsibility)

3. Has an adequate portion of the entire eligible membership been notified
of the vote such that if they all voted, we would reach quorum? (i.e. if
people are consuming this list passively or on the web only or in digest
mode, perhaps they are not aware of the urgency of the vote, or have not
been adequately notified?)

I worry that, given the low turn out, either we're not reaching all
members eligible to vote, or worse, no one cares.

If it's the former, it seems that we would be able to do something about
that — to the point of individually mailing the members who haven't voted or
explicitly abstained. If it's that the members don't care, well, that's an
entirely different problem altogether.
