[OpenID] Vote Now

In reviewing the IPR Process revisions in preparation for my vote I
noticed that the addition to Sec 5.1 has a typo and is also a
grammatically incorrect sentence, ie:

5.1 Only after if is ratified to be a Final Specification, the
specification may use the title “OpenID”.

Would it be possible to change the sentence to something like the
following without starting the whole process over again? At a minimum,
we should fix the typo of "if" to "it."

5.1 The specification may use the title “OpenID” only after it is
ratified to be a Final Specification.
