+1 to "at the list admin's discretion"; if anyone tries to game the 
system via sockpuppets that noone has ever heard from before, the 
list admin can (well, if responsible, *should*) take that into 
account and not proceed as if multiple respected, active members of 
the community had made the same complaint.
