[OpenID] Help us change the IPR Process so that we can create WGs easier (was Vote Now)

Thanks very much Don.

We need to become able to spin up WGs much easier than now.
This IPR process change enable us to do so.
We badly need it to make us able to move forward for things like Authn 
v.next, AX 1.1, 2.0, Artifact Binding etc.
