They don't want decentralization because they don't (fore)see a 
(future) need for it? If a major provider went down, of course, they 
would - and especially, then, if the opportunity were taken to stress 
how vulnerable this reliance on a single provider must be. The trick 
is to stress this lesson without actually causing people the loss of 
their provider, nor requiring a large one to go down.

What comes to mind is the 1938 broadcast of War Of The Worlds, but 
this caused some panic at the time, so perhaps repeating Welles' 
technique here would not be advisable.
