You cannot sell security to consumers. You can easily sell trust.
Be interesting to see stats on visa/mastercard's own websso, at this stage: 3dsecure. That was an attempt to segment the trust market and monetize at different levels for different trust brackets - trying to recreate the wildly successful segmentation of the credit risk market.
