[OpenID] Q&A: Who gets to vote?

Dear all,
As an "individual outside of the board", I have to admit that I considered membership because I wanted to support the
work of the foundation, but did not do so because of the $100 fee (I am a student).
Thinking about it now, I think I would have probably paid up to about £25 ($50), or perhaps would have chosen a more
reduced option if that were available.
The Drupal Association offers membership for individuals at 22EUR ($31), and organisations for 73EUR ($104). Perhaps
that is a better level.
