If you were to ask to make it a working group, then it would be
covered by the OpenID IPR, and would follow the process that was
developed for creating specs.
Are there reasons why the group did not do that?
David: I see you are involved, and you worked on creating the OpenID
process. Can you enlighten the rest of us why this is not an OIDF WG?
